Altera Infrastructure is leveraging its Aberdeen, UK, engineering base to successfully execute fast-track deepwater developments in West Africa, with a current focus on the rapidly expanding Baleine field offshore Ivory Coast.

Project Execution and the Petrojarl Kong FPSO

A prime example of this capability is the redevelopment of the Petrojarl Kong FPSO for the Eni-operated Baleine field. The project was completed on an accelerated 24-month schedule, achieving first oil in December 2024. The vessel currently processes 40,000 barrels of oil per day and 44 million standard cubic feet of gas per day. The associated gas from the field is being used to supply an onshore power plant in Ivory Coast.

Financial and Commercial Framework

To strengthen the commercial framework for future regional developments, Altera secured $464 million in post-delivery financing through a U.S. private placement. This transaction is noted as the first of its kind for a West African offshore project.

Local Content and Workforce Development

A core focus for Altera is expanding the local energy workforce and supplier base in Ivory Coast. The company has achieved an 85% Ivorian employment rate onshore and 46% offshore. This is supported by comprehensive training programs, partnerships with technical institutions, and hands-on development opportunities aboard the company's FPSOs. The strategy emphasizes that strengthening local suppliers and building long-term technical capacity is essential for the region's development.

Future Outlook and Technology

Looking ahead, Altera plans to deploy emissions-reduction technologies already utilized in the North Sea and aims to source more equipment and services locally as the Baleine project expands. The company sees additional project opportunities in Ivory Coast, where the government is actively pushing for accelerated oil and gas development to bolster the domestic energy supply.
