BP Launches Key Tender for Tangguh CCUS Megaproject

UK supermajor BP has initiated a major tender for the next phase of its Tangguh liquefied natural gas (LNG) project in Papua Barat, Indonesia. The company is seeking a project management consultancy (PMC) services contract for the execution stage of the UCC (Ubadari, Tangguh enhanced gas recovery/carbon capture, utilisation and storage, Tangguh onshore compression) and Ofaweri projects. In November 2024, BP took a $7 billion final investment decision on the CCUS project, which is designed to unlock approximately 3 trillion cubic feet of additional gas resources.

Project Scope and Objectives

Gas from the Ubadari field, expected to come on stream in 2028, will feed Tangguh’s three liquefaction trains, which have a combined nameplate capacity of 11.4 million tonnes per annum. The CCUS project’s first phase will capture about 15 million tonnes per annum of carbon dioxide, with some injected back into reservoirs for enhanced gas recovery (EGR). The PMC services cover offshore and onshore construction for the UCC project, including engineering supervision, procurement and logistics, construction and fabrication supervision, integration and stakeholder management, and commissioning supervision.

Work Location and Duration

The work will be performed at the Tangguh LNG plant, in Jakarta, or at other BP-approved locations. According to the prequalification notice, the PMC work is estimated to be completed within 48 months.

Contractor Eligibility and Requirements

Interested contractors must demonstrate “strong capabilities and proven experience in managing similar work for onshore and offshore oil and gas EPC facilities.” Minimum requirements include evidence of experience within the past decade in: EPC work for onshore and offshore oil and gas facilities; providing PMC for EPC work on onshore facilities and EPCI work on offshore facilities; or executing CCS or CCUS projects within the same timeframe. However, providers involved in the UCC project’s FEED or EPC phases are ineligible for the PMC contract.

Tangguh CCUS Project Components

Once complete, the Tangguh CCUS project will include three injection wells, one offshore platform, one offshore carbon dioxide pipeline, and onshore facilities for CO2 removal, processing, and compression.
